98. The Senate bill hasn't been voted on, and a bill has to be passed by both the Senate

and the House. At this point, the passing of this bill is just a statement.

If a joint bill is agreed to and given to Shrub, he'll veto, which IMHO is a good thing. Without a bill agreeing to the funding of the war, there is no funding.
