OLYMPIA, Wash. – State lawmakers may decide the best way to track sex offenders is to surgically implant GPS trackers in their bodies.

A bill is being introduced in the House of Representatives to study the cost and feasibility of such a program. It comes after several cases in which sex offenders disappeared after disabling or cutting off their GPS bracelets.

In April 2008, the state thought it was keeping tabs on convicted rapist David Torrence using such a device. But, he cut it off in Snohomish County and was on the run for weeks before being caught in Arkansas.

Rep. Al O’Brien, D-Mountlake Terrace, says he knows how to solve the problem.

"We're going to put it someplace in them so he or she can't get it out,” said O’Brien, a retired Seattle Police sergeant.

And please no rantings on how this will keep innocent victims protected from these monsters! Once they start doing this what's to stop them from doing it to others, maybe even those who dissent or protest?

From the article:


"I don't want to infringe on anyone's civil liberties. This is a very small population we're talking about. These people are dangerous. We know they're dangerous. We know they will re-offend if they're not contained,” said O’Brien.

But he will be infringing on someone's civil liberties,


'The study would be conducted by the Washington Association of Sheriffs and Police Chiefs.'


That's right let the group that supports this conduct the study, what a great way to be unbiased and beyond reproach!

I wonder if they are willing to put one in/on that (any) Clergy/Priest that are sex offenders, or are they will still get a transfer and a slap on the wrist.

Like for example a 16 y/o girl who takes a nude pic of herself with her phone camera & sends it to somebody else. Then they both get prosecuted for felony child porn. Immediately end up on the sex offender list.

Or a case I knew of were 3 juvenile delinquent guys, ages 14-15, in a foster home have sex with the retarded 18 y/o daughter of the foster parents. It comes to light, and the retarded girl is convicted of child molesting. She was 18, hefr "victims" were underage.

And of course we know that All sex offenders reoffend, right?

"We know they will re-offend if they're not contained.” Yeah, sure. Overall, as best we can tell from available statistics, the likelihood of sexual reoffending is maybe 6% within 10 years. Why don't we get this excited about murderers, or about white collar businessmen like the Ford executives who did a cost-benefit analysis on fixing the Pinto and concluded it was cheaper to pay off in court for a few hundred deaths than to fix the defect in the car?

6. a pet peeve: if sex offenders are dangerous, keep them locked up!
when a person "does his time," it is assumed he or she is fit to live in the community again. the whole dumb idea of "keeping tabs on" sex offenders is based on the assumption that they are a danger to the community! They should either be kept locked up, or be declared "rehabilitated," or "neutralized," or whatever it would take to make them "decent" to live among ordinary citizens. Extending the "punishment" to "shunning" by the community after a sentence is served even seems unconstitutional and a violation of civil rights.

Their presence, which is made public, brings down the value of real estate for one thing--I know, because a few years ago I owned a duplex in Gainesvile, FL, which a young couple with children was very interested in buying and in fact seemed ready to do the deal--until a day or two after they said they were going to apply for a mortgage, she called to say she'd done some research and found out more than one sex offender lived in my neighborhood, one in fact only a few doors away.

I pointed out that that guy had been quietly minding his own business for years, and that many people are classified as "sex offenders" after having consensual sex with their underage girlfriend while they themselves were 18, and other scenarios that make "sex offenders" less dangerous than they sound (and even the police readily admit to this), but she insisted they were going to look further for a house, which I could hardly argue against as I could appreciate her concern for her young children.

But this whole thing just irritates the hell out of me. Residents of a neighborhood are not police, not jailers, and certainly should not be called upon to "deal with" having a "sex offender" in their midst.

8. Because finding a REAL solution takes too much time and effort
Just take the course of least constitutionality (three strikes and you're out, offender lists that they can never leave, permanent detention even after sentence has been completed) and call it a day.

And yes, Washington does allow for the permanent detention of sex offenders even after their sentence has been completed. Someone who is sentenced to, say, five years in prison for a sex crime can be forced to remain in state custody with no personal freedom for the rest of their lives.
