They're either very uninformed, or a member of the right wing noise machine.

George W. Bush, let's remember, came into office in 2001 making a point of clearing away the ethical clouds left by Bill Clinton, and setting strict standards of ethical behavior for people who worked for him. (Some of it must have stuck; we haven't heard any reports this week about Obama's staff finding White House equipment vandalized or, say, the letter "H" removed from computer keyboards a la Clinton.).
