I don't recall Obama blaming his predecessor even once. :shrug: He does comment on the current situation and what he plans to do about it.

2. I think it means his competence brings into question Bush's lack thereof
Every day Obama takes the stage and does the job of president in a cool professional way. Bush, in contrast, always looked like a doofus, even on a (rare) good day.
