1. The 700 Billion was the TARP bill
Not a "stimulus package." It was meant to keep the banks from insolvency and prevent the financial system from collapsing in on its own weight. You can debate if it worked or has accomplished any small victory, but it had nothing to do with stimulating the economy or creating jobs.

3. BushCo has mangled the English language often enough in the past
Calling the TARP bill a "stimulus package" at times was just his parting jab at the "King's English."
