I could support tax cuts for the rich under one circumstance
Just one. We'll cut your taxes, but you MUST spend the money. That would be a mandate, a requirement. And you'd have to spend it here in the US. No socking it into offshore accounts, no plopping it into Dylan and Brittany's trust funds, etc. Spend it here, spend it now and pay less (that's my version of drill here, drill now, pay less). Any rich person that does not want to abide by those terms is welcome to sign over their taxcut back to the government.*

* It goes without saying that of course I favor tax cuts for the poor and the middle class if we were to cut taxes for the wealthy.

1. We used to have that. When we had the 90% tax rate for the wealthy, one
of the "loopholes" they could get for a tax break would be to contribute money to charity, endowments or scholarship funds.

3. Thats nonesense
Because even if it was spent, the state cannot direct how it is spent to ensure it stimulates production and jobs growth. That a lot of faith, and always, its been proven to be misplaced (on any class at that). Why should the government hope its spent, and hope its spent well, when it can collect it and spend it as it sees fit? This makes NO sense, and especially it doesn't in a time of a recession.
