(as the western world, not just the US) in Afghanistan after the ruskies left

We had a window to do what needed to be done after the troops went into afghanistan after 9.11, but we royally blew it, due to the incompetence that is bush

As to Empire... we've had one, all the way back to 1898... and it is dying
