10. THE GOVERNMENT REQUIRES PERFORMANCE OF THE WORK DESCRIBED IN THESE DOCUMENTS (Title, identifying no., date):
The purpose of this contract is to provide engineering, procurement and construction services in
support of an Iraq Infrastructure Reconstruction Program. The Contractor will assure the successful design,
rehabilitation, reconstruction, and construction of infrastructure projects in support of the CPA and USAID assistance
to Iraq in the areas of electric power systems, municipal water and sanitation services, road networks and rail
selected public buildings, ports and waterways, and airports. A secondary objective of this contract is to provide
employment opportunities for Iraqis and Iraqi firms, thereby injecting much needed capital into the economy.
To ensure the sustainability of projects, an institutional capacity building component for operation
and maintenance will be implemented for all sectors.

(c) Funds obligated hereunder are anticipated to be sufficient
through January 16, 2004.
