4. The FPDS has been in place for over 30 years

Just in case you didn't know, that information has been available for over 30 years. In fact my first job in Government was reviewing roughly 700 Contract files (US Department of Energy) and having a team enter all of the data that is kept for the original contracts and every one of their modifications. It took a group of about a dozen of us very close to a year to do it. Also, at the same time, it became mandatory for all new contracts and modifications to them to be entered into the system daily.

At any rate you will never actually learn much about any single contract through the system. The sort of information gathered in FPDS (that is the overall Federal system, but every Agency has its own system that feeds into it every day) is really more the sort of stuff that shows that elements of the contract that are required by law are in it. For instance it would confirm that Davis Bacon provisions are included in a contract for construction work. If you can (and you probably can't) find a way to access the individual Agency data system you will probably find much better information because in most cases the Agency systems capture much more information, sometimes even the Statement of Work.
