It is similar to the game of chicken Bill Clinton played with the Gingrich GOP Congress when they effectively shut down the government and didn't mail Social Security checks. The Big Dawg won that PR battle hands down as the republicans were painted as obstructionists.

Hope it plays out that way for Sibelius.
