In his speech, he spoke more in generalities than in specifics. Prior to the speech, however, Howard Dean was on one of the talk shows. (Matthews? Not sure ... anyway .....)

Dean outlined the plan a little more clearly. he said the plan would allow anyone to opt into any system they wish, including all government plans, and further, including Medicare. The hope is that everyone will opt for the government plan and eventually it will be paid for on some sort of sliding scale.

Is Dean's description generally true of the Obama plan?

1. The sliding scale comes first

I don't know exactly what sort of government plan he has actually put forward for people to buy into, but a sliding scale of some sort has always been part of the proposal.

I had always understood that he would create a federal employee type system to buy into, not a Medicare or Medicaid type system. But we'll see.
