5. I think only in the event of a tie. But it couldn't be a tie, because
Sen. Johnson isn't there. Maybe he was hoping someone would be absent... I hope he pulled a vein.

8. Only in the event of a tie.
That's actually just about the only thing the Constitution
gives a VP the power to do.

The MINORITY party FAILED to get enough votes for a tie.

10. Because then they could hear all through 2007 about how the Republican Party
closed off any debate about the Iraq War in the Senate, in the news, in campaign ads.

After their initial stonewalling on this they apparently have seen some polling that shows this is disaster for their party, so they've changed tack.

11. Because they'd be the fall guy for not getting the bill passed.
The Democrats would have a field day pointing out that the Republicans are holding up money to keep the troops in Iraq funded. Remember the "up or down" vote from the last Congress? They had a losing hand here and they had to get this legislation passed. Reid, to his credit, gave them the chance to vote the amendment to strike the time limitation clause in order to move the bill along. Republics lost...now the Decider can decide if he wants to support the troops or throw a tantrum on getting his wings clipped.
