A bill also can be vetoed through the device known as the pocket veto, where the president doesn't affirmatively veto the bill, but doesn't sign it and Congress adjourns before the ten days are up. THere have been debates over the years as to what constitutes an adjournment for purposes of the pocket veto provision --- for example, is a holiday recess an "adjournment" for these purposes. It matters because if a bill is not signed within ten days (and the pocket veto provision doesn't apply) then it is approved even if not signed.

be right after that.

9. I don't know when the Senate will vote on the whole bill.
I think it's still possible that they never will. And even if they do, and they pass it, it still has to go to conference so they can settle the differences between the Senate and House versions. Once it makes it out of conference, and there's no guarantee it will, the final version can be voted on and presented to the Prez if it passes. That's how I think it goes, anyways.
