New Sun contract thru 2009, terms unfavorable to govt. Improper discouting, 20-30M loss to taxpayer. IG was investigating this, this is what caused bad blood between Doan and Miller (?). New contracting officer was installed in Aug. 2006, GSA awarded contract to Sun,. even worse than previous ones.

New untrained administrator came on board, made aware in late Aug. of possible fraud. 2 days later, she was "told" to sign the contract regardless, strategically important to GSA? What was rationale for going ahead with this bad contract? Loss of contract to another agency?

Grassley hopes this will be flushed out by ongoing investigations of oversight committee. Brian Miller, good employee, but his message fell on deaf ears, re: investigating.

She was appointed June 2006, 8 months. Was she trying to influence the election? No, Jan 2007 meeting with White House. Sun: second extension 2005?
