One part of the question was whether "Rove played a role" and the other was Sampson's email saying something like "this would be important to Karl"

Well, what if, *if* Sampson (or someone) really wanted to get on Karl's good side, or ingratiate themselves to Rove somehow, and so they took steps that they thought "would be important to Karl" (eg, getting Fitz on the list).

And what if (unlikely), Karl actually had no active "role" in this?

This is how those two positions can co-exist. imho.
