If you expect to leave the US on vacation or business this sumer, under the new rules, you'll need a passport to return. At present, this only affects airline and cruise trips. Later this year, the ruling will extend to all forms of transportation. This includes countries such as Canada where you only use to only need a drivers license shown to get back in.
There is a longer then usual delay in getting the passports processed because of the volume of requests. I just received mine after 10 weeks. You can pay higher fees and get expedited processing. This results in receiving your passport in 1 to three weeks. Don't get caught short. I've heard stories of people who have had to cancel vacation plans and cruises because they didn't get their passport in time.
