OK DUers, help me out. What does "in the heebee" mean?

I thought Obama did great and so did the comedian. I LOVED the line about Bohner being a man of color, just not any natural color! But I don't know what he meant by Steel being "in the heebee:.

24. A year ago I was in Northern Italy and found myself trying to explain

"in the hizzy" to an Italian whose English was pretty good. He was commenting on how difficult it was for him to understand Americans from the deep South and we got into black English. I suggested to him that it was like him (a Torinese) understanding a Sicilian.
