9. I think you are confusing thugs for bullies.

A thug actually has some muscle (whether physical or enhanced by weapons) and doesn't care who he hammers on. A thug will actually pick a fight with someone tougher than himself. They may also beat on someone weaker than themselves, but not BECAUSE the other guy is weaker - the thug just doesn't care.

A bully only picks a fight from a position of strength. They will never allow the other guy an even chance. They depend on the crowd around them for support. They are cowards.

I've known thugs and I've known bullies, and I'll take an honest thug any day over a bully.
