If torture was so effective, and it saved lives as Cheney stated, why was it stopped?

1. Heh, I've been asking similar questions
If waterboarding is so reliable and legal, why did they only waterboard 3 out of the thousands of "terrorists" they captured? And why didn't they waterboard Saddam to find out where he was hiding his WMDs?
