8. I seem to remember Sensebrenner (sp?) being the point man on some of this. I suppose
part of the strategy is to have a congressperson introduce legislation that doesn't have an adverse effect in their own district, to help protect their seat.

10. That's pretty much the way I understand it -
- a President can't submit a bill but they can propose one and have a member of congress submit it.

18. OK, Civics lesson: Presidents do propose legislation to Congress
Just for one historic example, the Voting Rights Act of 1965 was sent by Lyndon Johnson to Congress in 1965. Obviously, it is Congress that passes laws, and under the rules of procedure legislation must have a member of Congress to sponsor it.

But really anyone can submit draft laws to Congress, including the president. In fact, sadly, a lot of legislation is written by lobbyists and sponsored by a member.

When it is said that the president submitted a bill, more than likely what is meant is that an executive agency has submitted a bill. For example, the Justice Department tends to draft crime legislation, the EPA drafts environmental legislation, the Education Department drafts environmental legislation, and so on.

So although the wording may be a little infelicitous, there is nothing unusual about the concept of the president "sending" or "introducing" a bill to Congress.

The only thing unusual is that anything that Bush or any of his minions submit is likely to be a piece of shit.
