At that time there were no positions that allowed one to torture. Now I see the light. I am sure those who think he was a coward for not upping for a war he supported will understand his motivation.

Cheney would have been in his glory giving Vietnamese civilians electric shocks applied to their scrotums. didn't the army even have a special word for torturing people using the battery packs in their squad radios?

in Vietnam did torture. But to my recollection, it was not a specific policy dictated from the White House.
