5. Set up air-tight surveillance on the top suspects. Intercept every phone call, every live conversation, every keystroke and every written word.

6. When enough evidence has been gathered against him, issue a criminal conspiracy warrant for RICHARD B. CHENEY; handcuff and shackle his sorry ass; and then duck walk the evil schmuck down Pennsylvania Avenue!!
