It appears that at least for the moment he is more afraid of the Hispanic voters in Texas than he is of the two little piggies.

2. You got it right. He's not going to anger the Hispanic voters of Texas.

Hispanics don't vote as a solid block in Texas because their interests are diverse and their aren't too many issues to unite behind, but if Cornyn angered them by insulting Sotomayor or calling her a racist, they might just unite as a block to vote against him. He'd lose if that happened. He's stupid, but he's not that stupid, and even if he is he's got people who can explain it to him with crayon graphs.
