If I'm not mistaken, the US Constitution provides for the position of a sort of "War Czar"

... and even a couple of processes for ensuring that the person in that job does his job.

2. I think he is refering to the Commaner in Chief and the fact that
the current CinC in unable to do the job.

5. Exactly right: "POS shall be CinC of the Army and Navy, and of the militia of the several states"
Article II, Section 2.

The President shall be commander in chief of the Army and Navy of the United States, and of the militia of the several states, when called into the actual service of the United States; he may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment.

to the existing incompetent 'chief'. The WH is looking more like a dysfunctional corporation every day. bush is trying to 'insulate' himself from blame by hiring more layers of 'management' he can blame for HIS failings.

4. I wonder how the JCS feels about all this?
I've heard rumors that the military is real big on hierarchy, tradition, chain of command, and all that stuff. I'm thinking that there are some folks who think that they are already collectively 'the war czars' who are having trouble getting their top shirt button fastened right now.

6. The military, in general, (pardon the pun) is very anal about
chain of command.

How much command authority would this 'war czar' have? Could he overrule the JCS or the SecDef? If not, can you say "scape goat"? If so, can you say, "who's fuckin' in charge?!"

After seven years of incredibly stupid and dangerous ideas, this one may get the stand up salute.

11. In the Army, the pinnacle of power is the Army Chief of Staff...
The JCS is where all of the services are supposed to get on line w/each other and hash things out inter-service and report directly to either the Sec of Defense or the president as needs arise. Much to everyones chagrin, rarely do the services agree on much, it took them forever to get radio frequencies that marry up between the services. Calling in a n air strike, one depended on either an AF liaison or luck. There could be in the air, but you couldn't get them on target, occasionally, w/luck there would be instances where one could get in on Navy, Marine or AF fixed wing planes, but it had to be through the hand of God type luck.

In any case, by just bringing this possibility up, anyone w/more than a dozen working brain cells knows that this is not just absurd, but also a shameless way for bush to admit he doesn't have the faintest idea what he's doing. It is his way of calling it quits for the responsibility of the fiasco.

And what better title for that leader than one evoking an ineffectual, tyrannical dynasty ultimately slaughtered by Communists in a filthy basement deep in the Ural Mountains? It's a morale booster!
