The U.S. gets billions back as Wall Street rebounds. But critics say the TARP fund will still end up in the red.

Reporting from Washington and New York - The government's bailout of the banking system is turning out to be far from the fiscal sinkhole so many had feared.

The $700-billion Troubled Asset Relief Program, known as TARP, was reluctantly created by Congress last fall despite criticism that it was a huge risk that would only encourage the profligate ways of Wall Street. But in recent months, tens of billions of dollars have begun flowing back from banks to the U.S. Treasury.

Bank of America Corp.'s decision this week to repay one of the largest chunks -- $45 billion -- reflects the stunning turnaround of the financial industry and demonstrates that the government's unpopular medicine appears to have saved the patient. And the price tag isn't as large as expected.

"It turns out, actually, TARP -- as wildly unpopular as it has been -- has been much cheaper than any of us anticipated," President Obama said Thursday at a White House summit on creating jobs.



The TARP fund may break even, that is, on its first and biggest use of taxpayer money: investing billions -- $205 billion as of Monday -- directly in banks.

Including Bank of America's expected repayment, $116 billion -- more than half -- of that amount has already come back to the government, along with about $10 billion in dividends and interest.

1. Sure. Borrowing $$$ at 0% interest would allow ANYONE to make a lot of $$$.
The banks then turn around and jack up their fees, charges and interest rates and screw the very people that bailed their miserable asses out. The 'corporate republic of greed' is alive and well and back on course for the ultimate collapse.

5. Well in this case it appears to be making us money.
The 'corporate republic of greed' is alive and well and back on course for the ultimate collapse.

It wouldn't surprise me very much if you were one of the people ranting about how unscrupulous credit practices got us into this mess in the first place.

17. In part, it did contribute to getting US into this mess.
It's making the banks and government $$$. Sure isn't doing a damn thing for small business or the 17% of the population that lost their job. I suppose your position is as long as money is being made by dollar leveraging, 30% interest credit cards, no income verification/designer mortgages and fraudulent securities its OK.

A lot of people don't realize that since the Obama administration came in, TARP has invested in hundreds of small to medium sized banks across the country, and many of them may go under. But it was a good try to save main street -- like this list of $10 million and less TARP investments:

the efforts to save these hundreds of small banks and credit unions has been pretty impressive.

There are hundreds more between the multi-billion range and the ten million range. I just didn't copy and paste.

Few people realize just how much since taking office, the Obama administration has largely saved the financial system.

Yes, Bank of America is working to pay back $45 billion, but they're issuing bonds to do so. That is, if the investment community thinks BofA is a good risk (along with a number of other factors), they'll lend them money to pay back the government. But BofA will still be far from recovery, and the financial sector is already whining about having to submit to greater regulatory scrutiny as a means of heading off another repeat of this fiasco.

In the meantime, the bad loans and investments that went into the making of what Atrios calls Big Shitpile aren't performing any better; it's that now instead of banks and lenders holding the bad paper, we do, and it's not clear exactly what we've bought for our TARP expenditures. And that won't be emerging in full view anytime soon, and probably not for several years.

12. One thing to keep in mind about banks and bank accounting is how unforgiving it is
So the fact that there are so many "bad loans and investments" out there is, at this point, irrelevant. That's because they've already been written off completely to zero value for the most part -- even ones that are very valuable and that will perform, and that even have been performing. If other banks were too scared to buy them or accept them at collateral, even if they continued to pay interest and principal in a regular basis, they were marked down to zero value because they couldn't be sold.

In other words, my prediction is that you are going to see soaring bank profits even as the mortgage crisis worsens because bank accounting forced the banks to "write off" trillions in mortgages backed securities that will, in fact perform. Once other banks start accepting the performing mortgage backed securities at face value, that means assets with zero mark to market value skyrocketing in value even before the real estate market recovers.

14. In the olden days, that was true
But my understanding is that banks were under far less regulatory scrutiny during the last 10 years, and the packages of bad loans are almost beyond review at this point. Mortgages were written, sold, packaged with other loans and mortgages, re-sold, the packages pulled apart and re-formed, then sold again, in such manner that borrowers could be paying their loan back to an entity three or four times removed from the original underwriter. Witness some of the legal monkey-wrenching going on around the country, where defaulting borrowers have challenged the foreclosing entity to produce a valid note. In some cases, the paperwork has lagged badly or been lost completely in the shuffle, re-shuffle, deal and double deal.

The point being that for many of these investment packages, there was no regulation or oversight (by design, the argument being that capital had to be lightning quick and gumby flexible to respond to any momentary advantage that might manifest), and the steps can't be retraced. While banks can presumably write off bad debts, if they don't know they even hold a bad debt, the accounting becomes well nigh impossible. And the financial wizards who put these whiz-bang deals together have long since collected their percentage and gone on to new ventures.

has served to re-inflate the bubble that burst in the first place and they're doing exactly the same things they did the first time.

Meanwhile the real economy struggles to bear this burden in addition to the burden of paying to drag the false economy along with it.

16. Interesting placement of the story.
As you can see, it's the lead story on the Business Page (although it WAS the lead story on the web site) you'd have thought news like this would be a front page story, seeing as how it's something everbody has a stake in.

18. there still should have been tighter conditions and regulations agreed to
before giving out the billions to ensure this doesn't happen again...some more transparency on the exact amounts given out and what it was spent on would help, too....

not using the once-in-a-lifetime leverage to set down some rules and discourage recklessness could very well be one of the biggest mistakes of this era...
