Because forcing working class folks to pay for health insurance is wrong.
(OP is aware that the House bill provided enough assistance that this is not the case but the potential Senate bill...).

imo, it's just a bad idea to force people to buy insurance, and the Democratic Party will pay for it if we pass the individual mandate in any form.
