Much less an additional fine for failure to buy health insurance?

It's not to send people to prison. There's no change in the law, it's just imposing a new tax. If you don't pay the tax you face the same penalties as for not paying any other tax. One of which theoretically could include prison, but it's extremely unlikely.

So that's a new $320 a month bill for a single person earning $4K a month, but taking home $2.8K after taxes. And that's just for insurance--that doesn't even pay your deductables and what your insurers don't cover.

And that's best case scenario.

It doesn't mean everyone has to pay at least 8% of their income. It means that, if (even after government subsidies appropriate to your income bracket) the amount you would have to pay in premiums for the cheapest qualifying plan came to more than 8% of your income, you would be exempt from the mandate and could go without insurance without having to pay a penalty. (If you fell under that category, you'd also have the option to purchase low-cost "young and invincible" insurance that would really only cover catastrophic illness, no matter what your age. Note that you'd have the option to do so, but wouldn't have to.)
