7. To someone without native fluency the title is nonsensical.

The title incorporates a common misuse of a contraction. "It's" means "it is." That form is never proper for a possessive. The possessive form of it is "its."

The per capita spending amount appears to be per capita spending on healthcare, but it's not labeled as such.

Why do these things matter? They matter because the lack of precision in the graph labels undermines confidence in the graph content. If the labels are this sloppy, why trust the data?
