What happens after conference??

If ANY changes are made in the Senate version of this bill - will ANY votes in the Senate require 60 votes or will a vote of 51 pass the changed bill?

another cloture vote in the Senate that reqauires 60 votes to ok the final vote.

3. I don't think thats correct

I believe it goes for a straight up or down vote in the Senate too because they have no authority to amend it - hence there is no debate, just give it time to be read and then vote. I think that's how it works on one that comes back from Conference.

Washington Bureau - Once Senate Democratic leaders have completed their last-minute negotiations and nailed down the necessary 60 votes, they will begin the lengthy and complicated process spelled out in Senate rules for ending expected Republican filibusters and moving to a final vote on the massive healthcare legislation.

Three cloture votes will be required, on each of the three stages the bill must move through. Each cloture vote will require 60 votes for Democrats to prevail – setting a 30-hour limit on floor debate at each stage. (The Senate normally permits unlimited debate – unlike the House, which sets strict limits on debate and does not permit filibusters.)

4. The first vote would require 60, but they could the Dems could then go for a reconciliation

which would only require 51. I think the status of the bill at that point, would give more cover for that move.
