Still like the Public Option?
Fight to get it in the budget for FY '11, which gets passed in '10.

In fact when HCR is signed into law, Medicare for all, Public Option, or yet un-thought of proposals can all be budget items.

Oh, and remember that budget reconciliation thing people wanted to have used to get HCR through, but couldn't be used for non-budgetary things? Yeah, that rule goes into effect on any budgetary item which is what the PO is now.

Don't count the Public Option out yet. In fact, by keeping it out of the final HCR bill, it can become an issue EVERY YEAR.

The fight doesn't end with HCR. It really is just beginning.

1. Exactly the "exchange system" being put in place "COULD" be a launching point for public option.
The exchange will provide a bunch of insurance options. Adding the public option to that would be trivial. Same system, same subsidies, same rules.

No reason public option couldn't be added to the exchange.

I would like to have seen single payer but the HCR could be used to enable public option in future.

7. And MEdicare Buy-ins are just a jump away from that
Infinitely more doable than via the HCR bill itself because of budget reconciliation.

Once HCR is signed, any of these items can be handled via the budget because of the Exchange.
