"Governments have the right to control their borders and numbers of immigrants but in a way that protects and safeguards human rights. Some actors and countries on the global stage went a bit too far with their xenophobia and nativism. They are now being honored in a '2009 Global Anti-Immigrant Hall of Shame.'"

10. French President Nicolas Sarkozy
9. Nick Griffin and the British National Party
8. Bal Thackeray and the Shiv Sena (MNS) <"Known for their anti-immigrant and anti-women stance, the Shiv Sena has been adamant for many years that 'Mumbai is only for the ethnic Marathi community'>
7. Sheriff Joe Arpaio
6. Egypt and the Egypt-Israel border ("Egyptian border patrol has (illegally) shot and killed over 33 asylum seekers and refugees last year and at least 15 this year, wounding scores more.")
5. The Movement Against Illegal Immigration and the Slavic Union, Russia
4. Australia ("Australia makes our Hall of Shame for turning a blind eye to the hate crimes perpetuated against Indian students all year and repeatedly denying that the series of attacks were racially motivated.")
3. Yishai and Israel ("Israel-a state of immigrants-also makes it to our Hall of Shame for trying to deport the 1200 Israel-born children of undocumented workers. At least unlike the United States, they are willing to admit shamelessly that deporting these children helps preserve Israel's Jewish identity. Didn't Hitler say something similar some 60 years ago?")
2. South Africa ("Xenophobia might be a response to years of apartheid and isolation, but it is no doubt virulent in South Africa. Immigrants and refugees in South Africa faced a slew of anti-immigrant attacks in 2008")
1. Northern League and Silvio Berlusconi, Italy ("The Italians took their xenophobia to a whole new level in 2009. In May, Italy started a 'repulsion at sea' policy against asylum seekers arriving from Libya in violation of international law, and encouraged other European countries to do the same")
