Did the knucklehead with the explosive underpants have enough explosives to actually bring down an airplane?

But I was reading the Daily Mail yesterday and they said the "device" was actually 2 chemicals that explode when mixed together. One in a bag in his crotch and the other in a syringe he used to inject into the bag.

My question is this. How in the fuck did he fail? If this was a chemical process there should have been no way to fail. Between this and the missing camera I'm starting to wonder about this whole incident.

I was just unclear, I'm skeptical that some terror network would send someone on a plane with this setup, without knowing about how to trigger it. Therefore It seems this was the desired outcome, more terror alerts and reactions.
