The Caution, Stop, and Go of Unintended Consequences
Traffic signals in snowy climes lit with LED bulbs have a problem. The cold lights don't melt the snow that accumulates on them, rendering them effectively inoperative. Motorists just can't see the lights.

And they crash.

2. So do you pay 25% of the ticket?
And does the city pay 75% of the repair cost? Because I'm down with that...

4. Common sense general rule: If you can't see the light from the signal...
...treat the intersection as though it had a four-way stop sign.

That simple rule would prevent accidents, so obviously it's a case of really stupid people crashing into other really stupid people. As far as I'm concerned they're too stupid to be allowed to drive.

9. How about "next time I see a traffic signal with its lights dark..."
You can be a smart ass or you can learn how to watch what the hell you are doing when driving in hazardous conditions.
