A guy is diagnosed with cancer.
His health insurance company would prefer he died as fast as possible.
His life insurer would prefer that he recover and have a long life.
Experiment: Assign a mortality cost to a health insurance policy and see whether any standards of care change.

tied to the risk of the procedure being used.
Some medical procedures create disability in a portion of patients. If there is no malpractice involved then the patient is left disabled with no recourse for damages or future care.
This will also create incentive for insurance companies to promote less risky procedures and for doctors to look for better way to prevent and solve problems.
