Because the purpose is to get insurance companies to keep costs under the limit. Then you will get a commensurate raise in pay. It is this mechanism of increasing your pay that will generate most of the revenue from the tax.
It's kind of a game of chicken.

and wages won't be addressed again for two years......
it's interesting that health care benefits weren't included in the union negotiations tho.... so any savings from 'health care reform' will go straight into the corp. profits column

The tax is faulty. This pay increase scenario is the one arrived at by ivory tower economist types. Real life union negotiators think it is pie in the sky

We are in the biggest wage DEFLATION and there will be no raises to cover it. And the health care premiums will keep sky rocketing just like they have been.
