What if this quake had been in Afganistan?

What if this quake had been in Afganistan?
Would we have stopped killing people there to save them? Just think about a quake of this magnitude there in the so called war on terror - would we save injured Taliban? Or rescue insurgents?

1. There are many people in Afghanistan who are not insurgents or Taliban.

The thing about Afghanistan is isn't really hard to get around the terrain to begin with? Logistically, it would be very hard to get supplies to people.

Afghanistan is routinely subject to large earthquakes. It usually flattens towns thanks to unreinforced masonry, but it happens often enough that no one notices.
