What if this quake had been in Afganistan?

would we stop killing the Taliban and the insurgents to save them from the rubble in their homes? Just think about it, what would we do?

1. Afghanistan doesn't have such a large population center.

Afghanistan is more spread out, and the Taliban is mostly in rural areas. It is an interesting question though. I suspect we would come to the aid of all, in such a natural disaster.
