As I recall, the gist was along the lines of, "A friend who works(ed) at the American Red Cross says, _____ years ago, the board was taken over by conservatives. Soon afterward, there were big lay-offs, and only 3 people were left in their local office to do the work formerly done by 15."

I've searched all kinds of terms, and found some interesting posts, but nothing with this gist. If true, I think it's an important part of the picture of today's ARC.
