Is it true that some MA voters received ballots that were pre-marked for Brown?

If so, would any of those voters have recourse to sue? I cannot believe that after all the election fiascos over the past decade, that we would continue to allow such thievery to continue. If it's true that there were people receiving ballots pre-marked for the GOP, then action HAS to be taken.

1. it was reported that the SOS (who is a Dem) found nothing to it. One ballot was possibly

another voter's which was left in the wrong place.

I could be wrong, but that was my initial impression when I read about this.
