Two step plan for health care.

Step One: the House approves the Senate bill as is and sends it to Obama for his signature -- no Republican votes needed.

Step Two: Using reconciliation, Congress approves a deficit-reducing bill that opens up Medicare, on a paying basis, to anyone of any age who wants it. (With the same subsidies that are available in the current House bill.)

5. That's one way of doing it...

...the second would go with using reconciliation to implement large portions of the House bill, including a public option. But the point is, step one has to be carried out no matter what.
