Tort Reform and Tax Cuts. We also know from experience that tax cuts do more harm than good in this instance..Tort Reform where it has been applied has had almost zero effect in lowering costs..Is there anything else they might add?

1. I would guess that if there was zero litigation and no FDA regulations

that cost would continue to climb at the same rate or higher.
