In jurisdictions with mandatory voting, is it mandatory as soon as one reaches voting age?

In jurisdictions with mandatory voting, is it mandatory as soon as one reaches voting age?
If people under the minimum age cannot request assessments of their maturity level to possibly qualify to vote before they reach the usual minimum voting age, and if people who have reached the usual minimum voting age are obligated to vote and don't have the option of declaring themselves insufficiently mature to vote, then it would seem that age is presumed to be a perfect proxy for maturity.

Is age in fact a perfect proxy for maturity?

4. I looked it up and I was surprised to see how many countries have this
whether enforced or not...
Argentina, Australia, Brazil (among other countries) enforce it, Belgium, Greece, Italy, Mexico, Panama, and Paraguay, and Venezuela (among others) have it but do not have real enforcement.

I thought it was just for TV reality shows.
