Can someone please help me with a forum icon?

I would very much like this to be my avatar icon:



But when I try to resize it and keep the gif transparency
(which I would like) I get this funky green outline around the graphic....

Can someone smarter than me resize this to under 3kb and 48x48 or whatever the largest pixel dimensions you can use for an avatar are?

1. When I downloaded it, it had a green background.

Is there another source for the image?

2. The green background is the transparency BG color
