6. The DC thinking

I read several articles on ABC when Dodd announced he wasn't running. I thought they were lobbying for the DC thinking but apparently they were actually reflecting it.

So Dodd is quitting and wants to cement his legacy
in DC the thinking is that he get his "bipartisan" on and do what the other guys want AND what has already failed

anywhere else it would be "Well I have nothing to lose ....so I am sticking this foot (you know the rest)"
