The Public Health Cigarette Smoking Act of 1970 imposed a ban on broadcast advertising of cigarettes.

If Phillip Morris, Reynolds American and Altria wanted to run public issue advertising on radio and television advocating for the repeal of the Act, are they allowed to?

If, in such advertising, cigarette brand names are mentioned, favorable descriptions and depictions of smoking cigarettes are included, and the pleasure of smoking and the right of smokers to smoke is generally promoted, are they allowed to?

2. Does the Citizens United case allow for someone to censor any part of the content of such ads?

My impression is that any censorship aspect has now been struck down.

You could theoretically run political advocacy ads which contain hardcore porn and there wouldn't be a damn thing anybody could do about it.
