1) Re-elect Barack Obama in 2012
2) Elect a Democrat to succeed him in 2016
Either Scalia or Thomas is likely to retire by 2020.
That is the method.

A Democratically dominated SCOTUS will not overturn a previous SCOTUS decision that overturned a previous SCOTUS decision. They would consider that "irresponsible".
Not going to happen.
