It apparently worked and they left a surplus after starting with a huge Republican deficit.

I don't know if Obama's "targeted freeze" is similar but at this point I think it is too early to call it a bad idea.

which, of course, the Repugniconvicts claimed (at the time) would cause the next Great Depression ... and not one Republican voted for it. And then they tried to take credit for it when the economy was flourishing ...
