It does not work. I am sure there are lots of Republican programs that need freezing as well. But if Obama holds true to form those will be the ones not frozen and Head start will be frozen..

1. The budget should not be held static but cut

However, since many are aqainst budgets not getting an increase....

2. No child left behind can be kicked to the curb too

the real result is that education especially at the elementary level has become a "numbers" game and what at least some schools are doing to beat that is nothing short of criminal IMO
