3. It's all about union concessions.

Bloomburg is singing a song of poverty as a preemptive strike in the upcoming round of union negotiations so spending a possible 1 billion dollars on a trial might make those negotiations a little difficult. He is looking to keep the unions off his back asking about all the trial money and he's also hitting up the Feds to pay the tab.
