Regarding O'Keefe and the new "story" - what about the device found in their car?

Regarding O'Keefe and the new "story" - what about the device found in their car?
I admit I'm barely following this story but I remember reading that there was a listening device found in the car of one of the perps er, I mean suspects, so if their story now is that they wanted to see how the office staff reacted to downed phone lines, how does their listening device come into play?
